I got a new controller, rock candy to be exact and it is similar to my Xbox 360 Gamestop Controller which broke. While I first enjoyed it, I was raging when a creeper I got killed to a creeper and lost my 43 lvls of XP. My cursor my character spazzed out and I couldn't put it on the creeper to kill it. Soon i figured out when I tilted the right joystick Northeast or Northwest then tilted back to east or west it would go faster then the original sensitivity is set one until I put the joystick back in rest. Is there anyway to fix this without lowering my sensitivity? I play on 115%
Are you perhaps referring to the left stick instead of the right one. It sounds like you're getting into sprint mode (double tap forward with the left stick).
This shouldn't be the problem, but I really found the responsiveness of my controller improved when I recently pulled it apart and cleaned it (Don't do this unless you really know what you're doing though. It will void any warranty you have on your controller.)

Just checking. No idea then. Perhaps the controller itself is defective.
