I've loaded a couple of different maps and I've found either blaze in the nether and no nether wart or nether wart and no blaze. I know 4J states on twitter when they fix the issue in Jan we would need new world to get the blaze spawners. If I have a world and do not travel to the nether would I still need to start a new world even if I never entered the nether?

I've seen two different opinions on this... One says the nether generates completely when the world is created and the other says it generates when you enter it (just like how the rest of the world generates when you explore it). I used to lean towards the latter one, but I'm now inclined to think it's the former. Your best bet is to keep your world until the bug fix and then explore the nether. What have you got to lose anyway; and if you don't get both blazes and nether wart, you'll know the answer was that it generated when your world was created.
It's been stated on an individual's twitter (supposedly an employee of 4J) that the nether is loaded upon world creation.
I believe it and I'll tell you why.
If you (in my experiments at least) start new worlds using the same seeds, the generation of the terrain reflects a great simularity between maps. This would lead you to believe that the overall terrain generation is planned on creation.
I've noticed the same terrain generation applies to the nether, in my opinion. Using the same seed 3 times, I found the same nether fortress (give or take a little random generation here and there) with the same 2 blaze spawners.
It would seem that the nether generation is activated at the same time as world creation, using formulas according to the seed entrees rather than a random logarithm used upon entering the portal.

Thanks for the answers. I just didn' want to put too much time and effort into my world if its going to be useless in a couple of weeks, I guess ill leave it as is and see what happens when the patch comes out.
I saved the game before entering the nether on a survival world, entered and could not find a nether fortress so I exited without saving. I would also like to know if I do not enter it until a patch/update comes along if it will generate an entirely new world.
