Enchantment names are randomly constructed from the following list of words. Three to five words are chosen from the list and appended to each other, then displayed in the Standard Galactic Alphabet. Note that the names have no meaning and are not saved on the enchanted item (meaning they will tell you nothing about what the resulting spell will be), and they are only displayed in the Enchantment Table. The following list of words contain all the possible enchantment words after deciphering.

Keep in mind that when the update lands you really shouldn't be enchanting tools directly anymore. You do get more bang for your buck that way but its still random and you could end up with garbage, its much better to enchant books and then using the anvil apply enchantments to your tools.
The disadvantage here is that you will get enchantments on your books of various types, ie both for tools, weapons and armor, thus getting the specific enchantment that you want will take more time and levels, but once you do have a good source of enchanted books you can build your tools how you see fit and then repair them until they become too expensive.
Once your farms are setup and you have established good trading with villagers you should be able to get your tools and armor from villagers and thus they become almost renewable to a degree.

I can. You don't even need to translate. Just look at the symbols. For example, I enchanted several books, and I got a lot of power ones. I noticed that the power one enchantment words are always long, and take two lines.
To confirm for youself, just go into creative and enchant lots of books or tools, and pay attention to the symbols.
