Unless you already know where your nether fortress is, nope.
If you do know where your nether fortress is, multiply the coordinates by 3 (except y coordinates, that doesn't matter) then put your portal there in the overworld.
As far as I know, it's completely random, no way of placing it so you come out near a fortress
