Currently not yet. There will be spawn eggs in the next update accessable only through Creative Mode.
For Strictly Survival you again will need to wait for the next update for Villagers to 'Breed' based solely on the number of doors that count as houses.
Another way is to locate the Zombie Villager, you know it's a Zombie Villager based on the fact if it has that signiture squidward nose. You need to heal it with a splash potion of healing then feed it a golden apple nugget version.
Or if you have the iron you could always make a rail-line/minecart system and chuck some villagers down that way but I don't recommend doing so on account of it being annoying.
This of course coming from the woman that likes to fill in lava lakes and build underwater....
Because The game mechanics for trading as well as Zombie Seiges, smarter villagers, infected villagers tend to be all in one update, which should be sometime in January based on many sources of speculation added to the speed in which 4J churns out updates.

I suppose it could take ages to find the Zombie Villager as I've no idea where he is.
Although I am quite excited for the next update if you can indeed spawn people
