They only spawn on those islands.. in that biome. just placing Mushroom grass will not spawn them... The area has to be designated as the biome itself, otherwise I would not have gotten one on my 1.7.3 map due to lack of that type of grass...
So unfortunately if your map does not have that biome, then you just will not get those red cows...><
