Couldn't see any of the other posts.
Animals in 360 currently NOT persistent, not even bred ones. I can see why they backed off, since the persistence was getting mostly wolves.
Currently unable to split item group/send half to hot bar, chest, or forge.
As suggestions: if you are having trouble getting animals to follow - change your level in relation to the animal, it might not be able to see you.
When persistence returns, if wolf problem not fixed - have wild wolves attack each other once a number per number of blocks is reached, i.e. five wild wolves/six blocks. I wouldn't mind taming the strongest one or two to protect my flocks and herds.
I did state in my title that this post was a little bit of everything.
Yes, by removing animal persistence. I hope they find a better solution soon, but until then I'm using it as an opportunity to fill my larders. My barn is a weather watching room until then. Once they do fix it, I'm hoping they take my suggestion (if they can't entirely remove over-wolf appearances) to give wolves levels (could have varied strength, intelligence, speed...). Since it would take a lot of effort to make that happen, I refuse to hold my breath over the possibility.

Are you reporting bugs, or making suggestions? Sorry, but I don't follow what you are saying.
"I wouldn't mind taming the strongest one or two to protect my flocks and herds."
Correct me if I'm wrong, but wolves don't have levels. . . .strong/weak etc. And the bug where too many wolves spawn, has been fixed now.
