You can buy a capture card, I think they are called, to film what is going on on your Xbox
But I don't really know who you would contact, as I don't really understand what you mean. Do you want people to volunteer for it?
I actually understand what the OP is saying. They want to know if there is someone needed to make videos on youtube. Well technically you just make a video and put it up on youtube. It goes through a phase where they deem if suitable to be put up. Then if approved, then it will be up on youtube.
Now if you wanted to be like how some of the famous or on going channels are, that is a long process sometimes, and you will just need a lot of patience and not just badger people to get views. There is a good way to get a channel going on youtube and there is a bad way. Sure advertise, but be respect about it. Like don't just reply to other videos in the intend to get your channel known, that could get you banned or similar on certain channels. Some things are best for a learning experience, so I would say just look around and see what makes something famous or work and continue to work. Always keep respect in mind when advertising. It is considered rude to advertise on other peoples channel for most so that you will just have to figure on for yourself.
Get enough view or ratings and keep a cool head on your shoulders and keep it business like and you will do fine. Now it is not such a simple or easy path to take if that is the path you want...
However if you just wanted to post a video then well that is what youtube is for. Just pay attention to the rules and terms of service, as that in a way is your friend, just don't abuse em'. You don't need anything beyond an account at youtube to post videos, unless of course that has changed recently....

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
Basically, I am asking if i need to contact someone from the Minecraft staff and receive an approval to make Minecraft videos on Youtube with a Youtube partnership. I don't want them to say i am commiting copyright infringement or something
no you don't. now that you clarified it... It is in their Tos in how you may use the game. It basically states you can put video, pictures, and so forth around. The concept is you make videos and it is like advertisement for them to help them get sales for others to buy the game. So there is no one that you must contact in order to do so.
I say go ahead, you should be fine, and it is allowed. Otherwise there would not be so many tutorial videos or let's play series out there if they had it that way. So posting a video of your minecraft experience or let's play or what ever footage is ok, and allowed.
And like I said before the only concern is youtube itself if you go through them, as they have a tos as well. But I don't see why you should not be able to, without approval or contacting someone. You just have to go through the youtube approval process mainly which is what I stated earlier.:D

As i started to make my partnership with youtube, i read through what videos were not acceptable. It says video game footage is not acceptable so i must obtain permission from minecraft to post videos about it

Either way, Google it and see what comes up.
