It seems like armor is only good for Protection and then Feather Fall or Water Breathing where applicable. So level 30 is probably overkill for enchanted armor. What's the most efficient level to enchant armor? For example, does level 20 or 25 offer the possibility of Protection IV + one of the other enchantments?

Also for the axe, only Unbreaking and Efficiency seem to matter, and efficiency probably doesn't matter all that much. I don't think Fortune gives any more wood. So what would be an ideal level to spend on an axe, trying to get Unbreaking III and maybe some efficiency?

I can't help you with the armor. For me it'd probably be anything + Fire Protection. As for an axe, efficiency not only breaks other blocks faster, but it also destroys wood much faster. Unbreaking and efficiency is the way to go with an axe.

So, what level is ideal to spend to get Unbreaking and Efficiency III? I'm saving and reloading, and I'd rather not spend 30 levels if I can get those abilities with only spending 15 or 20...so any idea what the best amount to spend is?

Honestly, Protection I on all Iron Armour makes you near-invincible at this point, which costs 4 levels to get...

As for the axe...just use a regular stone or iron unless you have a massive pumpkin/tree farm. o.O

I usually spend 25 points on pickaxes and get Efficiency IV and unbreaking IV but have not yet enchanted armour yet.

I do level 30 for all armor but boots. I use level 22 for boots to get feather falling, almost always with level 22.

Tools and weapons, always level 30. Then you get the max chance to have more then 1 enchantment on your item, plus a higher chance to have much better enchantments.

I just use 30 for everything. This is probably inefficient but using anything less does not seem right to me, I do not know why.

for amour a level 16-18 enchantment is ideal, there is a greater possibility of getting the "Feather Falling" or a high level "Aqua Infinty", which are both respectable enchantments. When enchanting, it is probably obvious to have bookshelves and even the corners of room matter. For an axe or pickaxe, a level 10 enchantment is just right. Also for enchanting in general, it is more likely to get a higher, more rare enchantment when you enchant GOLD items.

I personally enchant everything at level 30 just cause I feel like it. I have enchanted diamond armour with all protection IV and im pretty much invincible. My friend hit me with an enchant diamon sword a billion times and I took no damage at all lol. Talk about overpowered XD
