Edit: I'm an idiot; disregard.
Depends on the content of the new updates. If the new update contains new ores or new terrain features, then you'll need to generate a new world or explore new areas in your existing world to have those. 1.4.6 doesn't have any new ores or new world generation features, so you're still good1.4.6 introduces enchanted books to villages and dungeons, so if you want those in your villages or dungeons, you'll probably need to generate a new world.
You can still play your old worlds, but they won't have some of the new content.

You only really need to start a new world (like the other kid said) whenever new terrain generation comes about. Like the next update, it will have jungles, so you'll either need unexplored areas or a new map altogether. I do not think we're getting too much in the way of generation after that, biome-wise.
You also don't need to do it for a bug fix. Bug fixes don't introduce terrain typically, so you'll be okay for the next update that happens when you turn on your Xbox.

Ahhhh! I'm officially stupid. I used to make fun of those who post in Pocket Edition advice only relating to Desktop Edition, so I got a dose of my own medicine.
Usually the new content will be outside of your worlds capabilities, since your world has most likely already been "generated". Also, your worlds previous version will contradict the games current programming and consequent of this, the bugs will severely degrade the gameplay unless you start over. So in a nutshell, yes. You should start a new world each and everytime, or you'll fail to experience the game as it was meant to be played. sadly this game is dependent on "time invested" so... yeah..

Even if it isn't terrain, you still might be forced to restart. I had a 1.8 world with the messed up mob spawning (tons of wolves, very little anything else) and since it saved that way, even when they fixed it in the next update it was still hard to find anything in that world. Or if you saved a world with an NPC village when it didn't have villagers, it would stay that way even though they added them.
