Do the giant mushrooms in mushroom biomes occur naturally or are they generated with the terrain? If I chop one done will another one grow back?

Also is there anyay to mine these blocks? I would'nt mind building a mushroom house.

If you chop it down it WILL NOT respawn, just like Trees, Swamp Trees, etc..

And the only way to mine them so you can place them is with Silk Touch (Enchantment on a pickaxe). But I don't think you can use ST to mine Mushroom blocks in this version.
