Not really sure why that's happening. Can you try re-downloading the skin pack? You can also try re-installing Minecraft if that didn't work.

Same problem but for skin pack 2.

Having never had this happen or heard of it happening my first guess would be you purchased the skin pack but for whatever reason it didn't download the actual file, or maybe you downloaded it to the incorrect storage device? I would open the skin pack download through the marketplace (not ingame) and see if it gives the option to download again. Maybe try clearing system cache if that doesn't fix it.
