not far as I know... At least not in this version. Unless of course they pulled that bit forward from a later update. Which I know didn't happen as I would have seen blazes regardless... However I don't know about within the fortress area, as I haven't found one yet... So I am going to assume you gotta have a spawner for them.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
I don't know if you got to have a spawner for them, but that may be because the spawners seem glitchy. I found a map that had a tiny nether fortress (basically just three walkways suspended in the air) with two spawners. Gave the seed to a friend of mine and when he went to the location, no spawners, but ton of blazes. It's like the spawners are invisible, but they were still producing blazes. He restarted the seed as a new world and the spawners showed up the second time.
I've seen this happen a few times now, makes me wonder if you see blazes but no spawner, it means the spawner is glitched invisible. Restarting the seed as a new world seems to make them appear although it may take a couple tries.
Loading Nether Fortresses while playing in creative mode EVERY fortress I've seen had Blaze spawning all over it, even one without a Blaze Spawner had a bunch. So, unless they don't appear in Survival for some reason, they will appear inside fortresses without Blaze Spawners.
