Nether fortress will not spawn in older worlds. You will need to start a new map to have any chance of finding one. It's not gauranteed that your new map will have one either.
I think the 'problem' with the Nether Fortress not spawning is that the Nether map is in fact very small (285x285) compared to the Overworld map (863x863)... I know they can't make the Overworld larger due to the technical limitations of the Xbox 360, but would it be possible to make the Nether a little bit larger?
I've also been trying to find some interesting maps with Nether Fortress / Blaze Spawners / Nether Wart, and here are some results:

Well Iv'e been playing on the seed "yolo" yes stupid name awesome seed. but when I typed it into the seed after the update it change it up, I dont like alot of water on my maps and I like seeds with mountains also so do you know of any good seeds with all the new stuff pluse not alot of water ans mountains?
