For villagers to spawn in the NPC villages, do you have start a new world? Or is it possible to get them to spawn in a flat world that was made before the newest update?
Yeah I loaded a world I created in 1.8 version where I had found some villages, and there were no NPC villagers there.
So you need to create a new world.
