Actually, your statement is false. The generation takes over in new updates.
This explains this;
Same goes for the nether, if any changes have been made. And you have never been to the nether in a pre-existing world. Your nether will generate like 1.01 would.

Yes, MCPE_God is right, if you are in a pre-generated world you will not get Nether, because everytime a world is generated it automatically generates the Nether too. That's the way generation works on 360 Edition, sorry guys :(.

umm... That tweet said nothing about it not spawning in old worlds that have not visited the nether... Nor did it say how the maps are initially created... At least where that link lead me to with a list of almost one sided person saying something...O_o
Unless 4J says it there really is not much proof except testing yourself... I wouldn't be able to on a couple of my worlds as I have already been to the nether.
It just doesn't make sense when the save file actually gets bigger than it was when going to the nether for the first time and saving...O_o That is with a fully explored map. At least that is how it was in 1.7.3. Have not tested on any of my old maps for the recent updates, but then again all I wanted to do is play them outright...lol

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
Nether fortresses will not generate because the Nether is pre generatedneven if you have not been to it or build a portal.

Not without switching to creative, and I don't want to "cheat" to have to get resources.

*EDIT* Currently searching the Nether for a fortress. Will update if I have found one.
