I recently had to get a new xbox since my old one couldn't read discs, and now it won't let my brother play Minecraft? After I got the new xbox I signed in on my gamertag, went to download history, and re-downloaded everything. Will I have to transfer the licenses if I want more than one gamertag to use it? Are they stored on the hard drive or the xbox?
They are stored on the hard drive but tagged with the consoles serial number. You will have to redownload your liscenses. A simple workaround is to sign in with your tag, load up minecraft, then sign out and let your bro sign in and play from there.

You'll need the account that bought Minecraft in order to play it. So your brother would either have to use your gamertag or buy it himself.
I bought minecraft under my son's gamertag and I use my own gamertag to play minecraft. Only restriction I see is that the game is attached to that Xbox it was downloaded to. Seems it's almost like having a "disc" . Though not sure what would happen if his box crapped out. Im sure like the prev guy said, once he transfers his licenses over to my xbox I'm sure it would allow me to play it under mine since the game would now be registered to a new box.

The very first time you download something to an xbox, it is open to all users on that xbox. If you download it again on another xbox it will only be playable on the account that bought it. To switch this feature to different xboxs, you have to transfer licenses

Alternatively you could just find Minecraft in the Arcade titles and download it again for free assuming you're using the Gamertag that bought it.
