And... sort of. No matter what, there are always improvements to be made, and I discover them frequently. But, if the piece is already built I leave it and save my ideas for the next project. I like to start from scratch and improve the machine (all my builds are redstone-related, by the way) as a whole. Imo, this is much better than slightly improving an existing creation. Plus it gives you a motive to start on a new build, that's why Minecraft has never grown boresome to me.
I cannot say that I have found any worlds like that. I can say there have been some worlds where I started building and I disliked what I built and felt like I ruined the land, but I can't say there has been a world that I wanted to leave alone.
My biggest problem is that I'll get knee deep in some big project than the motivation will leave me and I'll leave it and start a new world. By the time I come back to it, I've forgotten what I was doing and usually just leave it there.

One thing I found to some-what avoid this problem is to compete with or play with someone else.
If you compete to complete something versus someone else, you'll be more driven to keep going.

And darn you Nosejob, that Russian script you put in made me open up iGoogle and get a translator so I could read what it said.
