So I have problems getting wheat seeds.
I use the hoe and till the ground looking for seeds but I don't find any.
The only way I have been able to get wheat is from villages , but the seed I am playing on does not have any villages (that I know of).
Help??
So your seed doesn't have any tall grass? That is hard to believe unless it happens to be a water world, and sometimes even then there are some underground on dirt blocks. Still though like the person above said it comes from tall grass, no hoe needed. You only need a hoe to plant the seeds.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
Thats one thing I dont have problems getting. Make sure you put your farm in a spot where animals cant get to it or just make a fence. That drove me crazy before I figured it out. They cant spawn on sand so I put that on my walking rows between the wheat rows.
