Simple enough question. I've noticed my friends all have different methods for creating underwater structures or bases. I'm looking to make a small town underwater and am trying the second method, even though it requires a little more work.
the easiest way i found to do it is to make a platform above where you want to build underwater. build what you want out of sand. when your done break the platform and let the sand fall. then all you have to do is cover the sand or gravel with glass. remove sand or gravel and then you have a structure built under water.

If you have a lot of wool you can place the wool where the inside is and just surround the place with glass and burn the inside. You can make the entire structure and then fill it with dirt but that is also annoying to dig out. One of my other friends made a small chamber and removed the water using one of the methods above and started building from the inside, removing the water touching blocks and replacing it quickly.
This video kinda explain what you need to do. You can extrapolate these ideas to make your own way. Actually my next project i'm building is a underwater dome shaped base fully out of glass.
You could just use dirt and ladders keep a spot of air nearby underwater while you work. That is what I do when I don't want to build all the way to the surface.
