I actually notice the same sort of placement on single player. The hot bar is not right at the bottom of the screen, but a little bit up from the bottom. However, I think this is intentional so that it is possible to see the very bottom of the map below the hot bar; and by tilting the map slightly, to also see the area of the map just above the bottom. If the hot bar were at the very bottom of the screen, it would be impossible to see the very bottom of the map even if you tilted it up or down to move that area out from underneath the hot bar. The only other alternative would be to move the hot bar lower AND make the map itself smaller - which would make the map very difficult to see in 4-player splitscreen on some of the smaller TVs.

However, the people on the bottom cannot readily view their map due to the placement of the hot bar. If the screens are the same size, I would think that placing the hot bar flush with bottom would alleviate this problem.
Am I wrong on this?

It would alleviate it only if the entire map were visible above the hotbar.
It's been awhile since I've played with the kids on 4-player splitscreen and I'm usually on the bottom (based on the order we tend to join the game), so I can't speak for a difference between the top and bottom players.

They could, as you suggest move the hot bar to the very bottom of the screen in every case and then display the map slightly smaller to make sure that the very bottom section of it is not lost underneath the hotbar. If that's they way it is on the top 2 player slots, then they might be able to do the same on the bottom... or there may be some sort of outside edge issue with various TVs that's preventing this.

The quick select bar for the person(s) on the bottom is not exactly on the bottom of the screen; it's up more towards the middle of their screen.
Does anyone know how to fix this or is this a "feature"? People on the bottom are finding it hard to use their maps.
