I've found Mineshafts anywhere between 10s through low 50s, and yeah ravines are a good area to find them in.
I found a Mineshaft that was almost completly exposed because 2 ravines ran through it nearly side by side, it was the first time I've seen that before!
I don't think they have set limits, but most of the ones I've found (and I seem to find 1 almost every time I go mining) have been while exploring the "deepish" levels of the larger cave systems (not so deep that I'm finding diamonds, but definitely in the layers where I'm also finding some gold and lapis). These caves are also frequently intersected by large ravines.
I found a ravine, went in to explore. I explored the caves(they go forever), started digging out an area at level 12, hoping to find diamonds and slimes. While digging, I found a second, under ground ravine. No mineshaft....while exploring the caves of this ravine, I ran across another underground ravine with a nice 25 block or so lava fall. Up high, I saw spiderwebs and wooden planks. FINALLY, the Holy Grail was found!!
You just have to explore all the caves and dig. I've seemed not to find the underground open areas like in 1.7, but instead underground ravines. Lots of ores....just be sure to place dirt blocks down and go up high to make sure you don't see any more caves or mineshafts, sometimes it is hard to see up high. The cobwebs usually look like an X from the ground.
I did the X-ray glitch in a few seeds and noticed some mineshafts connected to the bottom of some wells ths spawn randomly not near villages....I'm not advocating the use of a glitch. I'm just saying it doesn't hurt to see what's on the bottom of a well. The do go pretty deep.
Just fill it up with gravel, so you can get some extra flint, then dig down and place a ladder on one of the walls. They serve almost no purpose for me, so I like to take advantage of the watery hole..... :DOr if you get really tired and exhausted of trying to find one just dig straight down everywhere till you get one....
Like do they appear no lower or higher than a certain height?
I love my seed, it has everything I could want....but I can't find any mine shafts :/
