About the re-spawn zone, perhaps make it a large hospital or a prison building. Either would be fitting. Not sure how to prevent roof spawning though. Perhaps if you made the building reach the top layer of the world. Making it a doomingly tall hospital/prison/asylum.
If you are building a 'building' on the spawn point, you will ALWAYS spawn on the roof. The only way to stop this is by building a 'building' without a roof. . . . Football stadium perhaps, or coluseum (spelling?) Also, spawn points are about 40x40, so it will need to be a big enough building.
As for the rest. . . It's entirely up to you how you build. I don't like 'modern' MC buildings. . . I play MC to escape reality, not build something that looks 'normal'. Ever done medieval buildings?

Actually, I think they're 20 x 20. But anyway, OP, I'm pretty sure you'll respawn on top of any surface above the spawn point, even at the build limit. I haven't tested this, it's just what common sense is telling me. Then again, Minecraft doesn't always follow the logic of common sense.
Yeah nocho, your doomed on the spawn issue. As for the houses, that is entirely up to you. Spend some time cruising the forums and youtube looking at other peoples worlds, your bound to find something that you like.
Snow blocks perhaps? Mixed with glass and/or ice and maybe cyan wool or diamond blocks for the roof. Should look very nice for government buildings. Need to keep the ice away from light sources, of course.

I assume this would happen even if you made a roof out of half slabs?
