No, there is just seriously some maps that don't have strongholds. Like what the OP, and what many others, have been saying, some maps just simply don't have strongholds. Which really, is the stupidest thing, I don't know how the creators got away with adding these 3 huge new features (ravines, abandoned mine shafts, strongholds) and then some seeds just not having them at all.
I know every world has ravines and abandoned mine shafts, but there should be guaranteed at LEAST one stronghold, but no, they can't even do that.
I've literally checked 80% of my seed for a stronghold, and by what many, many people have been saying about not finding a stronghold anywhere on their map, I'm convinced some maps just simply don't have strongholds. It's pretty stupid.
Minecraft forms worlds using pseudo-random terrain generation. Do you not know what random means? I was just talking about this yesterday, people b*tching at 4J for something they have no control over. What do you want them to do, take time away from developing the game and make a bunch of custom preset maps, so you can have a perfect little world? I'm sure they will do that after every update, just to make you happy. They already made one custom world, it's called the tutorial, and it most likely has every structure and terrain feature. Go start a game on it.
I am the quest writer for the Atlas Server, and the best way to find a stronghold is how we found ours: go in multiplayer with eight people, and just sprint-fly around in creative while looking at unloaded chunks. The chunks load so slowly. One of our players said "I think I see a stronghold at the edge of an unloaded chunk," we dug down over by where he was and BAM!
It's been a fun task for me. I went in and organized it, patched most of the holes, closed off loops, put up signs and decorated the place a bit. It looks much better now, is easier to navigate, and will make a fine setting for several of Atlas' campaign quests once I get some redstone in there.
I was doing that last night, looking for perfectly geometric shapes but every single one was either a mineshaft or piece of a cave.
As of now we have given up looking for a stronghold and we are just going back to playing the game.
We plan to start a new map with every big update that adds new features so I thought it would be nice if someone/group made a list of some seeds that have everything in it. WITHOUT coordinates though because I want it to be a novel find.
Found a gigantic stronghold above a mineshaft using xray glitch, did find an oddly placed chest inside it. It had ladders leading to a room with wood plank floors, but walls were the stone brick style.
Just a matter of luck and willing to search for them. And on that note, good luck finding strongholds.
You would think every map would have at least one, but they're pretty hard to find. As stupid as this may seem, make sure you've checked the box "Generated Structures." I do know a seed that includes a stronghold very close to spawn-- blargensnarf
Strongholds aren't a necessity, if you want to see one I could tell you more about blargensnarf, other than that dig, or go on creative and blow dat seed up.

Yeah... they totally ruined the exact same terrain generation Mojang developed in 2011.
