Not impossible, it's just time consuming and you just need a lot of ladders and a lot of dirt. The ladders create an Air Pocket and the Dirt is used to support this, or you could use cobblestone instead. That way you could make yourself air pockets and traverse the Ocean floor to get Clay. This is how I primarily do it in a seed without a Swamp.

Well in this recent update I just thought of the terrain generation... even though since 1.8.2 that it is about as common... I have noticed it is easier to notice and get due to fact that quite a bit of the lakes I find are 1 or 2 block in height. There was not this many lakes like this in 1.8.2 beyond the swamp area. Now it seems there is a whole lot more in other areas that are like this with out being swampland. Well it is what I have noticed from the maps that I have generated...:D

Anyway, clay is really very common wherever there is water. Even only searching the coastlines of larger islands/continent yields vast amounts of clay that can be mined very easily without having to go on extensive diving expeditions.
