Correct me if I am wrong but you need a mod to change creative and survival in-game on the PC.
It is so if people are in a survival game or something the host can't change to creative mode to cheat.

no... it is part of the game.... it is one of the commands in the console that you can bring up. But on the xbox we don't have a console thing at all. Whether we get one or not is up to 4J. For me it really does not matter either way, since it is of no use to me.

They probably thought it would be fun to torture the laziest people on the face of the planet. That's why I would have done it anyways.
They most liekly did it to make another downside of Creative Mode. It disables achievements, leaderboards, and you must exit the world in order to switch to Creative. 3 things you have to deal with if you want to use Creative Mode.

When they disabled all those features, I'm pretty sure they weren't thinking: "Take this, creative mode users!"
It was probably something along the lines of: "Hmm.. Mischievous players could use this to cheat the system! We better disable the leaderboards and whatnot."
That's just what logic tells me.
Those 3 "downsides" don't really affect me though, so maybe I just don't see it as a big deal when it may be to some. I can't even remember the last time I checked the leaderboard or looked through the achievements. Frankly I could care less about them. I actually find it amusing how some people willingly put themselves into a fit of rage just to obtain a difficult achievement. I mean, seriously, what do you plan on doing with all that gamerscore you saved up? Probably nothing, since it has no value except proving you waste more time and can afford more games than someone else.

As for the last inconvenience, it also has no effect on me. I see no reason to return to the main menu to switch game modes. Now that creative mode has been released, I have no use for survival anymore.

So, because you can't take the less than 5 minutes of time it takes to switch from creative to survival (which probably isn't being done often) you want them to implement code that would take more than 5 minutes to write, approve, and get into an update which costs money to upload to xbox?

The achievements are easy enough to do without creative. Only on a rail and when pigs fly are time consuming.
You can switch from creative to survival since PC minecraft 1.3
The Wiki actually states that in PC version 12w16a - "Cheats allow switching between Survivial and Creative modes without mods or editors." Therefore, prior to that version a mod or editor must have been required to do it. I agree that since we received the equivalen of the 1.8 update with very little brought forward and since switching between the two modes in game did not come into the PC version until a version later than 1.8, no one should be surprised that there is no switching on the fly between Survival and Creative on the XBox as of yet.
It has nothing to do with leader boards.

That would only work in single player, what if he was in a multiplayer game? Everyone would have to rejoin the game.
