Try Frozen Tundra? A good portion of it is snow, but not the whole map, at least a good 45 percent is.
BUT if you want an ALL water world with like 3 small islands try the old "worstseedever" (without the quotes) seed. That seed would normally spawn you next to a mob spawner and you would be able to find A LOT of diamonds and iron. But now it's all Ocean biome. Hardly any land at all. =P
Mostly has snow. Spawns in swamp, but snow is close by, does have smaller area's of Swamps and deserts. Tiny desert islands. A strong hold is kinda close by and is lit up under water. The cords would be x -261 z: -147 Kinda far, but not very. Its the only one I have seen. This seed is actually from my original world pre 1.7.3 but completely different from it's original seed pre 1.7.3.
