Ive used it before with luck but now i mined out 3 chunks and no slimes spawn. Its lit up and all the caves in the area are too. Could it be because im on the bottom layer of bedrock and not the one you can mine?

I may be wrong but I believe they only spawn 3 tiles above bedrock?
I have built several slime farms using this and they have all worked like a charm. Just type in your map seed, and you can get exact coordinates where they will and will not spawn. Just go down to bedrock and go up 4 block. As long as you are in the bottom chunk you will be fine. Light level is of no consequence to Slime Spawns. They will spawn in a black room. The important thing is that your Slime Farm is at least 3 blocks high. this will ensure that the Big Slimes can spawn.

They will spawn in a dark room, but you're better off lighting it up. They'll have a better chance of spawning if nothing else can spawn.
Hmm, now that I'm thinking about it, it might be where you're standing while you wait for them to spawn! If you're too close to the spawning room, they won't spawn at all. You have to be, I think, 24 blocks away before they'll spawn. And also, I think if you're off in another part of the map waiting, they won't spawn then, either, because you're too far! I believe it's 24-32 blocks away that you have to be. I just climbed up my stairs and counted until I was about 25 blocks above the spawn room, then I carved myself out a nice little room with a furnace/chest/crafting table. When I want slimes I just wait in there for a while (or mine around that layer looking for goodies!).
I'll be glad if the update comes with slimes being able to spawn at higher levels. That would make things much easier, epecially with the fog the newly implimented....

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
Ive made successful slime farms before. I dig down to bedrock, light it up and dig a three high ceiling. Im up on the surface working on my house. I usually wait 20 minutes or more before going down. On one trip i only had 2 little slimes. I was wondering if the farm was too low because i mined the top layer of bedrock.
