I was able to fix any of the maps I had this problem on (and reproduce it) by making sure to save before leaving the world the first time (described above). Animals do seem to spawn a little less but not terribly rare. All these new maps do have a lot of tall grass though, maybe if I clear it I will end up with more animals than i need.
Same issue here, I have had to sit through about 6 or 7 actual night cycles since I can't find a single sheep to make a bed. Have seen wolves and cows, but very few of each. And you still can't craft wool from silk which is a pity since I have killed plenty of spiders waiting for the sun to rise...... quite annoying.

We had to do the same thing, we had to kill a ton of spiders to make wool so we could craft a bed. It was so annoying.
I wish they could have just put a cap on the maximum number of passive mobs that could be spawned in the world at once. That way they could still have them not despawn, but they could still spawn as frequenty as they used to. Passive mobs used to spawn so much around my palace, especially at night, that I could always find any creature I wanted. And they're so cute, I like having them around. Especially the sheep after I've sheared them. Anybody else think that is like the cutest thing ever?
Yes I am getting quite frustrated with this, on this current world I am hoping to use I have found nothing but wolves anywhere (of which i have been killing) I shouldnt feel like I have to stop using the leaderboard on a map just because I need to go to creative for a bed !

Why are you frustrated? You don't have to use creative, you just have to spend a few mins cutting grass.

I had a grand total of ONE sheep in my world, after I promptly sheared him(not enough wool for a bed), he disappeared and has not since reappeared, however I have A LOT of wolves, cows, chickens and pigs in my world. Thankfully I really like killing spiders and have since built a bed thankfully.

Did you kill him? After you shear them, they don't grow their wool back.

To point out what should be obvious, his issue is not the same as yours. His issue is too much grass, keeping the passive mobs from spawning.
Your issue is most likely wolves no longer despawn, making the wandering packs an issue that requires a different solution, perhaps even a different topic?

Really? Every time I've encountered this, I start seeing animals within a few mins of cutting grass. Still looking for a good seed (one with surface dungeons), so if you post it, I'm happy to try your seed and see if I have the same results.
If I'm not mistaken, animals don't spawn in ocean biomes. So you guys rolling ocean biomes should know that you cannot get any wool, leather, pork, feathers, etc...
Me and my friends started a new world today and we haven't found any animals yet. We've even cleared out alot of the tall grass and still no animals, Is this a glitch where we have to remake the world or do we just have to keep exploring till they spawn in abundance?
I made a world today as well and after playing a few minecraft days, I have not seen any animals except 1 chicken. I've been surviving on zombie meat. I cleared out grass too. I just planted some seeds in hopes of attracting some.

You might have to go out for a wolf hunt and kill all the wolves you find. They can stop animals from spawning and they can kill them.

The new terrain generator creates more tall grass than before. If you clear large sections of tall grass, passive mobs will spawn..

No wolves either. I have a feeling I am on an ocean biome. It's been a rough start because I only had one tree at first.
