I heard that the update should be coming out today!!! Is it true and what time does it come out in the west coast of the U.S?

In most cases, unless you are actively (read: Constantly) scanning https://twitter.com/4JStudios to see if it's been made ready for release, you'll know when you turn on your X-Box and start up minecraft. That's as close to the truth as I'm afraid you're going to get.
