So with creative mode on the horiozon I have been thinking of the many things that I would like to make. So I have been clearing off a large area to make it flat for a future build. I was thinking of what kind of materials I would like to make things out of and since most of my world is either dessert, water or forrest, but no snow or ice at all. So since I assume ice blocks will be in the creative I thought it would be cool to build something with ice blocks. But since I don't have ice in my world will it just melt when I switch out of creative mode?

You don't need to clear out land because you can start a superflat world in creative.

Thats right, I am wanting to add to my current world that has now winter biome. So therefore no snow or ice. I know that you can't make ice in an area were it isn't cold. So i just wanted to make sure that the ice wouldn't melt or disappear since it is not in the right biome.
I am thinking that it should be fine since I made a American flag from snow blocks and lava and the snow blocks didn't melt. So I am hoping it willm be fine.

Snow blocks are actually hilariously immune to heat and light.
But as far as your ice goes, the simple answer is, as long as you keep non-sunlight light sources away from it, ice won't melt anywhere.

It will melt if there is a light source next to the said block of ice with a light level higher than 11. The sun doesnt melt it
I am thinking that it should be fine since I made a American flag from snow blocks and lava and the snow blocks didn't melt. So I am hoping it willm be fine.
