Multipurpose I-II: Pickaxes become more efficient at mining blocks they weren't intended for (chopping wood, digging dirt) and do more damage when used as a weapon. The pick will still take -2 durability points. Level II enchanted picks are even more efficient/damage dealing.
I suppose this could be used on shovels/axes/hoes, but that'd be kinda weird. I guess there'd be a rule that ores mined with non-pick tools would still need the same tier (stone axe for iron, iron shovel for diamond, diamond hoe for obsidian.)
Potion ideas:
Potion of Leaping: Doubles your jump height and slightly increases your jump distance.
Potion of Hydrophobia: Flowing water flows around the block(s) you are standing on, making it impossible to be pushed by a current. Source blocks are unaffected.
Here are my ideas:
Enchantments:
-Health Steal I-IV: When attacking a mob, you get the number of health that you damaged it with.
-Accuracy I-III: When attacking a mob, the mob gets damaged even when attacked outside of it's hitbox.
Accuracy I (Bow) : When an arrow is fired, it has a has a higher chance of hitting the mob aimed at.
Poison I-IV: Pretty self-explanatory.
Potions:
Potion of Water Resistance: When taken, it allows you to have infinite air in water.
Potion of Invert: When taken, the screen turn's upside down.
Potion of Light: Makes you light up.

Red Redstone Of Death(Sword) - An electric enchantment that stuns the enemy for 1 second.
Mjolnir(Armor) - Increases all 'stats' by 5-15% (You run faster, You take less damage, You starve less. You deal more damage.)
Nut's & Bolts(Bows) - Arrow's texture is changed into eggs.
Eekum Bokum(Sword) - Has a chance to turn an enemy into a random animal.
-teleports you to surface.
-makes you invisible, enemy mods don't attack.
-makes your x and y inverted.. (opposite)
-makes all blocks' color inverted.
-makes you see all mobs as pigs.
Lol, idk I think a bunch of hallucinogenics would be a nice exclusivity.
