Reminder, this would not happen in the biome 24/7. It would just randomly occur depending on the type of storm. Some things are more common than others.

If it was DLC, and not everyone could get it, it would ruin multiplayer unless that didn't happen in multiplayer.

Probably not. It'd most likely be disabled for people without it.
