I believe its a known terrain generation glitch and a block update will cause the water to flow normally. Not positive though.
Yes. I've encountered this a couple of times in different worlds. I even had one where the water was out over the edge by one block and hanging there in mid-air. Updating the water by placing or removing blocks around it will cause it to flow as expected.
