You just cast at the animal and reel it in, just like a fish. It throws them through the air, easily high enough to pass over fences. As long as you pull it off within 2 or 3 tries you should have a penned animal, alive and well. I think you can even do it in the current version, not sure as I haven't tried. I know for sure that it works in 1.8 though.
