If you use the search bar there are about 1,000 threads similar to this one that have already been made, and probably have the answers to your questions.
I think it was confirmed they're not bringing breeding forward.
Because it's better than no animals?
I think what the OP means is since there is no breeding or despawning, how are we supposed to trap mobs? The reason he's asking about wheat is because it's a component of breeding. I'd like to know myself, the question is, will we be able to lure passive mobs with wheat? C'mon 4j, answer the question.

Dude... With all do respect, I still don't think you understand the question. We know there's no breeding. We want to know the method of trapping passive mobs. Is it luring them with wheat or trying to push them inside the fence.

You said that already, but you're right. People act like they don't know what the
minecraft wiki is, or even Google.

I thought the answer to this would be a bit obvious. Luring animals with wheat comes with breeding, so unless they announce they're bringing that one little feature, it's not going to happen. At this point, I'm almost certain it's not going to happen. Sure, you could spend hours trying to push animals into a pen, but that's not very efficient. Why not just use a fishing pole, like everyone did in 1.8?

Please explain, as I am not familiar with the fishing pole method. Thanks

Most likely trapping them. Nobody knows for sure.
Guess 4j are the only ones who can answer the question of what the method would be to trap passive mobs.
