If anyone here has played Left 4 Dead 2 there's like a weekly or monthly poll thing going on. Valve tallies up the poll and posts the results. I've found that this really keeps the community together but going on.
4J should do an update that adds polls into the main menu where 4J can post some mods they're thinking of adding and players can decide on whether or not they'll be good. Also maybe 4J can add in some more help bars during loading/saving times and explain to players that the community on these forums can change MCX360 and maybe 4J can do a raffle of mods suggested by the community to be picked for DLC on the forum which will then be put to the poll.
An example would be something like this. (I'm not a big modder or PC gamer but these are what mods my friends tell me about)
- Tekkit - adds new mechanics to the game *give examples*
- PvP mod - adds Player vs Player mechanics. Can be turned on and off in menu by host.
- New mob mod - adds this and that for enemies.

Anyways, after a weeks time 4J can round up the poll. Get permission from authors and whatnot and release the mods a week or fortnight later for free (I hope).
This just seems to be the best way to get the community involved instead of just picking or making their own mods.

The mods however, have to be made from scratch, BUT can be inspired by other mods. Copyright issues and all that.
