Natural sugar that generates when the world is created can be from 2 to 7 blocks high. 7 blocks high is really, really rare though. Sugar planted by the player can only grow to 3 blocks high.
Yes, yes you can. Back before they took away the ability to stand on Sugar Cane, my friend and I would play "Crouching Tiger, Hidden Dragon" in the Skybox, jumping at each other on the Sugar Cane stalks we planted at ground level.
You can ~still~ stack it to the sky limit, but you can't stand on it... so you either have to fly, or use another block type to reach the top, planting Sugar Cane to the limit.
I have only seen 4 or 5 tall sugarcane Only when the world is first created. So naturally it can get that way when the world is first created. Otherwise i have only seen 3 high like what we as players can plant, and let grow. Although it is quite rare for a 4 high, I have only seen the 5 high only once.
I just love creating random maps just to explore and venture the surface seeing the sights, or even sight seeing the sights...:D
