Will there be any Administrative Host options in the new creative mode?
for example i would like to be able to restrict ppl from doing things in my world and then lay tasks or challenges out for them. Upon completion of these i would then unlock certain ability's as a reward.

I would say probably, at some point, but not in the next update. I've heard PVP will be toggle-able in 1.8.2 though.
I doubt you'll ever be able to lay out tasks for them to complete and get rewards for. That seems contrary to the whole creative mode.
That makes me sad. There should be some sort of administrative control offered or perhaps at least be given some sort of consideration for future updates. Other games have these sort of host options and it offers the ability to not only make rules but to inforce them.
For example a hunger games world allready exist on MCXBLA and i had a chance to give it a try, if u have ever played this before u allready know the rules ask that u please follow them for the cannott be inforced. Unfortunatly someone in my group started cheating and ruined the game, i think if the rules could be inforced it would have added to that experiance

As an "owner" of a world, you will certainly be able to load that world in Creative mode and secretly add items. When you load it, simply also make it an offline game for that occasion and/or restrict it to "invite only" and not invite anyone to join you while you're hiding things. No one else should then be able to access the world while it is offline. When you're done, you could then exit the world and reload it in a survival mode and as an online game.
As for rewards I'm not exactly sure what you're referring to. 4J has announced that uploading a world in Creative Mode even once will disqualify that world's future activities from adding to the leaderboards. Achievements are also currently only available to be unlocked on any XBox system only once. They are also developed by 4J and are standard to the game, not to individual worlds. You could, I suppose, develop rewards systems unique to your world... like giving out diamonds or something to other players for accomplishing something. You wouldn't need special admin privileges to do that either. Just carry the items in your inventory and drop them near the player as needed.

To be clear if i was hosting a creative mode server ppl joining my map would not have the ability to fly, then after completing an obsticle course I could then give him the ability to fly. this is more of the idea i was thinking about

You could still manage something similar... by having them complete the challenge while the world is in a survival mode, then save and exit the world, and only then invite the ones that pass the challenge to come back into the world when you re-load it in creative mode and everyone can fly.
The concern more people have is that if the game starts to allow individuals within the same world at the same time to have differing abilities that those individuals will wind up using those abilities to grief the work of other players. I agree with their concerns. I believe everyone in a world should have the same system granted abilities, so that the only differences among them are related solely to their individual skill levels.

Those are the only things I can think of that can be toggled by the host.
