I've seen wolves spawn in the same spot/chunk both on the surface, and the floor of my underground project (which has grass). They always spawn in that same area though, it never fails, and it has me wondering if wolves' spawning is similar to how slimes spawn-- only in certain chunks?

I am starting to think they spawn in the same area of the map too. I have 3 worlds at the moment and now that you mentioned it, they always seem to spawn in the same spot. I have seen big packs of wolves too but never tame very many of them since they will stop peaceful mobs from spawning in that area where you have them tamed.
I remember reading they only spawn in certain biomes. If this is the case, which I'm fairly sure it is, you're half correct. They only spawn in certain chunks, this is 100% true. But, I believe it's dictated by what biome the chunk is in, not the chunk itself.
If not then the grass in your project is a prime place for the wolves to spawn.
It does seem that wolfs spawn in large packs a lot, though.
Directly above where they spawn the chunk used to be covered in sand and grass. When I started working there, wolves would spawn from that around that area and I didn't think much of it. Keep in mind this is also a tundra biome. I froze over the ceiling to my underground project with ice so that I could have some natural light before I seal it off, so now there is no grass there, only ice, and soon there will be stone.
I'm away from my Xbox right now, but the area it is next to is unmistakable, and I may know the coordinates. Towards the top right of the map, somewhere around coordinates x216 and z-206 (I may have those mixed up) next to a lava pit that is adjacent to a small frozen harbor. The spot they are spawning is west of the lava pit and north of the harbor and is half-sand/half-dirt.
I find that the wolves in my world near my base spawn in rotation with the other animals. That is, I get a spawn of sheep iin a spot, and then the next time it might be pigs, then maybe cows, then maybe wolves. The area near my base is (and always has been) predominantly an Oak forest. The animals tend to spawn most frequently in the clearings (patches where there are fewer trees and more open grass). I think some of it depends on how limited the properly lit grassy areas are in your world. If there are only a few grassy areas, then the passive mobs almost have to spawn on those.

The animals in my world, don't spawn under the trees, but in clearings where the grass blocks can see the sky.

Ah, yes I have got rid of the grass aboveground where they spawned, and there is sky above them, though it is visible only through ice.

Transparent blocks shouldn't make a difference. I've seen a mob spawn inside a glass cube. It was a hostile mob, but still, in that aspect I think spawning would work the same way.
Wolves spawn in forest and taiga biomes on grass. If there is ice above, you are probably in a taiga biome. I think the wolves spawn down there because mobs don't spawn on ice.

ive started 5+ worlds and have yet to see wolves on the xbox version... checked all biomes. want that last acheivment!

Really? You're just unlucky, I've had wolves in every world except one. And I never even use them.
