Is there somethingreally different about how servers work than just playing an XBox game online in a world saved on your XBox with friends? (I asked this because my friend's kids actually refer to each saved world as a "server" regardless of whether or not they just play on it locally or online.) If there is no difference between how official "servers" work and online multiplayer games work, then control of creative mode should arbitrarily reside with the person whose XBox the world is saved on. (who is considered by XBox Live to be the "owner" of that saved game file). Currently, the owner is the person who controls how the world is loaded right now (i.e. whether it is loaded in Peaceful, Easy, Normal, or Hard difficulty and whether or not it is an online or offline game and whether or not "friends of friends" can play if it is to be loaded as an online game.) A player just joining in on that world can't change how it was loaded. It has to be "Player 1."
According to reports from 4J, the choice between creative and the various survival modes will also be made when the saved game file is uploaded. So, if the "owner" of that world wants to do some work in creative mode, all they need to do uncheck the online game, upload the game in "creative" mode, do their stuff and then exit and save the game... then, re-load it as an online game and in a survival mode. Of course, also according to a recent tweet by 4J, doing this means that the leaderboard will then ever after not be updated with any of the the activity that occurs in that world, whether that activity is done in a survival mode or creative mode. So, if players on your "server" are concerned about the leaderboards, you may want to refrain from ever uploading that world in "creative" mode. Is this perhaps what the OP is grousing about?
