Yes, if any part of the chunk is loaded, the whole chunk is loaded.

a "chunk" extends from the bedrock (y=1) all the way to the maximum height level. It contains everything within the 16x16 footprint.

He's a question maybe someone can answer:

A chunk is 16x16x128.

When we reach the Anvil Format update, will a chunk be 16x16x256 or will it be another chunk added on top?

It will be the same chunk, just taller. 16x16x256.
