The easiest to make would be skins or texture packs. Though I don't expect them to just copy something from the PC version, but take inspiration from it.
Well, skins and texture packs are also user created content. As for what variations of the mods we might see, whatever we get is going to take just as long, since it would all have to be recoded anyway.

Let's put it this way. We will be getting add-on DLC that are like the mods on the PC version. however, like Damien4004 said, they probably won't just copy and paste mods from the PC onto the Xbox 360. So don't expect to see the Aether, Better than Wolves, or Mo' Creatures on the Xbox 360.
4J is making it a point to create their own content. If they just wanted to copy things from the PC, they wouldn't have made their own skins.
From your list there, the easiest would probably be a Rei's mini-map STYLE mini-map. However, as to which user created content that is most likely to be added well that would be hard to say without working at or with 4J.
On the subject of skins, 4J will probably be able to release a skin crator after XBLA has released multiple skin packs and Microsoft has made a designated amount of money, and then they will release the skin studio which will cost like five dollars and Microsoft will make even more money. So we will just have to wait for them to reach their goal and then just buy the skin studio, or buy the skin packs to help them reach their goal

I really doubt that they will be adding any "Mods" to the XBLA version of Minecraft ever, even dubbed as "User Created Content."
Microsoft's style since the unveiling of the very first Xbox has been absolute control. Allowing for users to create their own skins by purchasing one Skin Studio pack (or something of that sort) wouldn't fly with them because they would be losing more money than they'd be making, even if they didn't allow user's to share their skins with others (because we'd figure out how to do it anyways.) Similarly, I believe the closest thing to a Mod pack that we'll ever get will be a themed pack like the Aether mod, and even then it won't be as expansive.
Mostly, I like to sit back and see what the creative minds at 4J Studios have in store for us. I—as a general rule of thumb—don't like to speculate, because speculation typically leads to rumor.

I wouldn't expect a skin editor. First, it would make buying the skin packs worthless, since you can just make any skin from it that you want. Second, 4J would be responsible for any copyright infringement since they would be providing an official skin editor(Mojang isn't responsible because they don't provide one on the PC, they are community made). Third, the amount of whining about having to pay for a skin editor would be astronomical. There are already enough complaints about having to pay $2 for the skin packs. But then again, who knows, never say never.
Texture packs are one of the things that many people want but have no physical affects on gameplay. Microsoft would probably allow them. and with a skin editior they may design one that you can choose which arms and legs and stuff from a pre-made selection. The Aether would be highly unlikely to be added as a DLC because a whole new world would need to be added which could take many months and may not be worth the effort
