Um... if you mean 1 tick = 1 sec then no, it seems much faster.
Oh and i was just trying to make it happen...im sure it can be compacted greatly.
I fact checked myself, and it is indeed a 1 tick per sec circuit :/ my bad, i was thrown off by the mad numbers of ticking dispensers.
One tick per second? That's not that fast, that's 10 ticks. I think you mixed up your words in there somewhere, because I'm a bit confused. And one tick is 1/10 of a second, 10 ticks is one second, a 10-tick clock is 1 hertz, a 1-tick clock is 100 mHz.
Found a stable rapid pulse for the dispenser that is really compact. Problem is you need a power source like a redstone torch or an on lever next to the dispenser so it can fire rapidly and not jam up.
