Yes, they have said every skin pack will contain free skins. As for a free skin pack similar to the SOA skin pack, I don't know. Though there isn't really a point to it if they could just include them in a skin pack.
Additional free skin packs are plausable. Although as people here are saying, the trial packs are technically free, although you do not get the full feature.
I just buy the packs.
