this is my prototype i made today ( i will not post a video to how to make this) but the only big problem is that the sugar cane is fully grown most of the sugar canes dont flow in water and stuck in the sugar cane. please help?
As far as I know, the way you have it set up using pistons, not all of the reeds will fall in the water. I am not sure how you could fix it, unless you added another row of pistons to push the top off first. That might work.
Add a row of blocks above where the pistons would be if they were fully extended. It will limit how high the sugar cane will grow, but will also force all the drops into your water flow. What is happening is that a some of the drops are falling on top of the piston when it is extended, then falling on the ground when it is withdrawn.

nope, no where near it and my prototype has a a lot redstone and mine has two rows of pistons while anr has 1.
