So, this may or may not be widely known, but I felt it was important to let people and 4J know about what I discovered.
It seems that Redstone Repeaters are currently bugged and seem to loop a signal between themselves when two are placed in the same circuit, effectively breaking it and burning out torches. I figured this out last night while wiring a gigantic mushroom farm. Not to mention I've noticed that any redstone circuits with a single repeater or repeaters on different layers in the same circuit do not cause this issue. I'll post pictures to prove it when I get the chance.
