It can be done in 1.2, albeit not the most intuitive way. Definitely a lot easier to do in 1.3 though.

Well the OP has been answered, but I just wanted to point out something. Your username is Damien, and at the moment I'm typing this, you have 666 posts... That is epic.
I also dont seem, and i assume its the same change as when we can fix to the top, to be able to put a half slab on the bottom of a block above another of the same, ie half slab, space of half a block then another half slab attached to a second side block, it isntead always stacks the half slab on to the other, unless its of a different material of course.
