Are you just staying really close to that spot? No mobs can spawn within a 20-some block radius of you, unless being manually spawned by a monster spawner.

Every time that someone on the support forums doesn't say anything after I tell them a possible solution, I assume that they are having too much fun enjoying their fixed Minecraft to reply.
Leave the area and come back I had a similar area underground for spawning passive mobs. It'll probably only be good for getting 2 or 3 mobs if your lucky at one time.

Even then my little ocean island passive grinder rarely got more then four mobs in it every 10 times I checked it... Not worth it.
I'm not surprised they aren't spawning. A simpler and more effective way to get them there would be to lure them with wheat. Look up some breeding tutorials on YouTube.

Are you sure you are in the right section? Animals currently don't work that way in this version.

On my first world I made a passive spawner in the middle of an ocean cleared out grass blocks within the 128 block radius and had many, many passive mobs spawning. I still have the world and screens that i posted on the forums with it. The problem is grass areas where they are spawning..
How many grass blocks have you lit up on the surface? I find that hostile mob grinders work best during the day b/c there is not enough darkness in the surrounding area. The opposite would go for a passive mob grinder. If you have lit up a large area of grass up above, mobs will most likely spawn there during the night. During the day passive mobs can spawn in almost any place on the surface.
I think there is also a limit on how many mobs (passive and aggressive) can be spawned at one time.
Looks like you have a decent spot set up for when breeding is enabled..... Until then I would'nt expect much to spawn unless, you turn off the lights and go for hostile mobs....... Good Luck!!!!
Yeah, I'm having the same problem on my island. I have torches everywhere to stop monsters from spawning in my village but no horses, cows, pigs or chickens will spawn on my island. Its a pretty big island (possibly 8 by 4 desert temples big) but on this tiny island next to it, it spawned 4 cows that I have farmed and bred and stuff. Any ideas on to what is going on?

Other than that... your island is probably an ocean biome... and animals don't spawn in ocean biomes in either the PC or Xbox editions.
