I would assume no, but that doesn't mean it won't spawn one block to the left of the rail and then walk onto it screwing up your mine track...

That part i allready assumed, but its self contained as its in my house/man cave and completely lit up. Just wandering if the light is neccessary?

I have this problem often enough I've started sending an empty cart down the line first (an empty cart will pick up a mob, rather than you running into it and stopping).

Yes, yes they can spawn on rails. Rails, like grass, aren't static blocks, they can be walked through and therefore can have MOBS spawn on them. I've read this on the wiki, by the way.
